This is a "position" or "working" paper with the purpose of assembling under one cover as much background material as possible on some little-studied aspects of tourism; illustrate to some responsible officials in San Juan County the urgent need for tourism control and planning; and to suggest some specific elements the planning should address. Research for this paper extended over several years and grew out of a previous study called "The Urbanization of San Juan County" written in 1980.
